Comment:

 Reopening for 5.9.1 consideration.

 As noted above, the bug has been around for a while but was brought to
 light by the indirect use of transients in some circumstances by
 `wp_is_block_theme()`.

 It's quite an edge case, as it requires the site use multiple theme roots
 per [comment:7 comment #7].
