 We would like to request copy review for this update. The context and
 intention for this notice can be summarized as follows:

   If an FSE-capable block theme is enabled, and a user has accessed the
 "legacy" Customizer, to inform or remind them that the active theme
 supports FSE and can be customized with the Site Editor.

 The current proposed copy (the blue notice callout in the screenshot
 above):
