 Yes, one of the intentions of the Developer Notes is to alert plugin and
 theme developers to any breaking changes that are in the pipeline for
 upcoming WordPress releases. The aim is to try and keep those sort of
 changes to a minimum, but where they do need to happen the Dev Notes are
 designed to hopefully give plugin and theme developers plenty of warning
 so they can update their products ahead of the release.
