 It's not an assumption. He's using logical deduction to make a point. It's
 not correct/useful to the discussion, to frame it as an assumption.

 He's saying that if we accept the argument/justification for keeping
 Akismet bundled with WordPress - then that argument can be extended (at
 any point in the future) to justify including other plugins from the same
 source. Using the already-accepted justification, or even a stronger
 justification (eg. if it's a security-related plugin).

 The fact that this has not happened until today, is neither here nor
 there, as far as the argument/justification for keeping that door open
 goes.

 It's a privilege. In the Latin sense: a private law. An individual
 exemption.
