Comment:

 I've pushed a [https://github.com/WordPress/wordpress-develop/pull/2550
 pull request] that makes the following changes:

 * calls `bindToggle()` in `generatePassword()`
 * Ensures the toggle button isn't bound multiple times
 * this is a stopgap solution that will need a follow up ticket to improve
 the code

 It seems to fix both this and the similar issue reported in #52086.

 It's best to test by forcing the race condition with the instructions in
 the previous comment.
