 I am able to reproduce this consistently by changing the source of
 `zxcvbn-async` to `/wp-includes/js/zxcvbn.min.js` in the file `src/wp-
 includes/script-loader.php`.

 This forces the race condition mentioned in [comment:11:ticket:52086
 comment#11] of #52086. The bug appears to be the same root cause as this
 one.

 I am experimenting with a fix.
