 I agree with @desrosj. I think moving pre-existing menus can cause
 confusion for users. I think the generic "Editor" name needs more thought
 to make it meaningful and easily understandable to users that the menu
 item is specifically for Template/Full site/Site Editor.

 Leaving this ticket open past feature feature for more discussion.
