Comment:

 On discussion in the weekly accessibility meeting, we agreed that this
 ticket has expanded beyond it's original scope. We'll move design change
 considerations to a new ticket, and iterate on the original scope as
 represented by 52649.2.diff. Those changes are all clear accessibility
 improvements, and should be prioritized as such.
