 Correction: I've found the second message in the [source:tags/5.7/src/wp-
 admin/includes/class-wp-plugins-list-table.php?marks=760-766#L752 plugins
 list table]:
 > in plugins (drop in): advanced-cache.php inactive (needs wp_cache true
 in wp-settings.php)

 but not the first one:
 > wp_cache is set to false (must set to true for wprocket).
