Comment (by ryelle):
Added a PR for the first pass of this new content:
[https://github.com/WordPress/wordpress-develop/pull/2030 #2030]
I have a few questions from pulling this together. What should the site
editor section (second) say/link to if you're not using a block-based
theme? In the PR now it falls back to the customizer.
What is the link destination for the Styles section (last)? What should
this say/link to if the current theme is not a block theme?
Do we expect the copy in the panel to change with each release now, or is
this longer-lasting content (like it's been)? If longer-lasting, we might
want to remove the "new" from the copy.
Also, the `@deprecated` comments are just an idea, something we've kicked
around with the `#core-css` chats and #53070. I can remove them if they
add more noise than help.
