 @antonvlasenko Clicking the "Live Preview" for an FSE theme should
 navigate to `Appearance > Editor`.

 This works when the current theme is an FSE theme and the user wants to
 preview another FSE theme. This is perfectly fine.

 However, if the current theme is not an FSE theme (therefore, has no
 access to `Appearance > Editor`) and the user wants to preview an FSE
 theme, they will receive an error.
