 Confirmed @ndiego that period in block theme name is an issue.

 Steps using WP 5.9-beta1

 1. Rename classic theme twentytwenty to twenty.twenty
 2. Confirm site works as expected
 3. Rename twentytwentytwo to twenty.twentytwo
 4. Open Site Editor, confirm blank
