 I'm sorry to hear you are having issues with your website. Just to
 clarify, as noted above, that email comes from your web server, not from
 WordPress.org.

 As also noted above, WordPress.org has no way of performing a new
 installation like that. It can only update an existing installation based
 on your auto-update settings, but that would result in a different email.
 A new installation can only be done by someone with direct access to your
 server, either the website developer or the hosting provider you're using.
