Hello @TalkBaja, welcome to Trac and thanks for the ticket.
I-m sorry to hear you have had such serious trouble with your installation
of WordPress.
First of all, wordpress.org does not, never, install - or reinstall -
WordPress for users.
The email is generated and sent from the new installation of WordPress on
your site.
If WordPress was to reinstalled over a current one, as long as the
database tables or `wp-config.php` is not changed or removed, it would not
make your site empty. It happens every time on upfdates. If, say a tiny,
buit important, thing like the `$table_prefix` in `wp-config.php` is
changed, WordPress will assume it's not installed and allow anyone -
anyone - to install WordPress. If `wp-config.php` is tampered with, it may
mean you are - your server is - hacked.
