 Related to this ticket, I've submitted a pull request to the Gutenberg
 repository that allows for filtering the query that is responsible for
 populating the parent page dropdown:

 https://github.com/WordPress/gutenberg/pull/25221

 This is a potential fix for the issue @userrame brought up, as currently
 there is no way to alter this dropdown in Gutenberg.
