Does this mean WP.org is logging every single install's private plugins,
even if they have no front-end traces? What about intranet sites? This
seems both hacky and privacy-violating to me.

I think you've missed the point there. The account in that scenario would
be trying to appear ''unrelated'' to Bloomberg the company, in which case
they ''wouldn't'' be expected to have an `@bloomberg` address.

And therein lies the problem.
