 This Trac is for bugs and enhancements in the core software - not for
 support questions. From your description this seems like a support

 Btw: Yes, this is the standard behaviour in core. It can be changed
 programmatically (like through theme or a plugin).

 In my opinion this should remain plugin territory, as this ordering
 probably the the expected, there is no memory of in what order tags was
 added in the editor, and there are several other order by possibilities
 that would have to be presented as options somewhere.
