 Committing to build repo directly has been done in the past, in
 https://build.trac.wordpress.org/changeset/35925 for example. That said,
 I'm not quite sure a merge conflict like this won't happen again in the
 future. If the file is different based on whether it's created in "build"
 or "dev" mode, should it really be in SVN?
