Comment:

 Based on https://github.com/WordPress/wordpress-
 develop/pull/358#pullrequestreview-438654395, we removed support for
 single quotes - however, due to scenarios like
 https://core.trac.wordpress.org/ticket/44427#comment:100, we should still
 only modify `img` tags that use double quotes.
