 Since this has veered away from just local user uploading, I'll link to in
 my plugin [https://wordpress.org/plugins/avatar-privacy/ Avatar Privacy]
 as an existing solution for the privacy controls (regarding Gravatar): It
 also includes local profile picture uploads (but currently not picking
 from the Media Library and cropping). It does integrate with some existing
 "uploaded profile picture" providers.

 (Oh, and hopefully I'll be notified of new posts to this ticket now.
 Haven't gotten any mails so far, despite "watching" the ticket since
 forever.)
