 I like this plan @azaozz! One important piece of work we need to make this
 possible is ensuring core's use of jquery works correctly when it is
 upgraded. In my last round of testing, most things worked fine (with the
 migrate script loaded) - with the notable exception of some customizer
 features (see https://core.trac.wordpress.org/ticket/37110#comment:47).

 For folks who want to contribute to the effort, resolving these core
 issues would helpful, these are blockers for upgrading our own use.
