 Subscriber level users can see *two* boxes, I believe; Events & News and
 Activity.

 What I think is that any droppable area should be exposed - if there is an
 area available, it should be visible. But I'd be totally in favor of
 removing droppable areas if there aren't enough boxes available to fill
 them.
