Comment:

 I would love to see these row actions stay visible. In my experience new
 users aren't aware they exist. And experienced users aren't aware until
 hover if any plugins add new actions. Providing them visible always will
 help onboarding users as well as new actions.

 And another side benefit is the privacy progress indicator that's being
 added to the row action will remain visible throughout the export/erasure
