Comment:

 This ticket was discussed during today's design triage meeting in Slack
 (https://wordpress.slack.com/archives/C02S78ZAL/p1579542726021700).

 The team agreed that having these options always visible would improve the
 interface but we'd also like to see explorations that maintain a clean and
 clear UI.

 Updating labels accordingly.
