Yes @desrosj. And I can also easily imagine several realistic use cases.
Here is some of them:
- Users who experimented some issues with one of the plugins they use, and
who don't trust them so much (even if they are objectively wrong).
- Users who want to deactivate updates for a specific plugin because it
was modified with the plugin editor screen (this possibility is proposed
by default in WordPress admin so we should take it into account).
- Users who don't want to update some "critical" plugins before they have
been tested in a staging, preprod, development or even their local
environment.
- Users who don't want to update some "critical" plugins because they
think (even if they are wrong) that it's better, for this "critical"
plugin, to wait few days to see if a patched release is provided by the
plugin author after a major update.
Same goes for themes. @johnjamesjacoby @SergeyBiryukov I personally think
this is why we should leave the possibility to toggle autoupdate item by
item.

Maybe I'm wrong but I believe there is no standardized difference between
major and minor for plugins. Plugin authors can use WordPress versioning
naming system, SemVer or even just the date they released their new
version (like 20200205) or other custom versioning systems.
