Maybe there is a misunderstanding. Allowing users to disable individual
plugin & theme updates will not help them keep their sites up-to-date more
easily.

Not recently. When WordPress core originally started auto-updating minor
releases, a large amount of feedback came in from people wanting a user
interface toggle to disable them. Instead of being listened to and
understood, those people were publicly made to feel like they were
advocating running insecure and out-of-date software. The feature was
committed without a UI (as it exists today) and
[https://wordpress.org/plugins/search/disable+updates/ many different
plugins] were created and approved to provide a UI for it instead.

Maybe we shouldn't, and instead should be suggesting & submitting other
design ideas? Is this the correct place to do that?
