I do not think there has been a discussion around plugin/theme auto-
updates specifically. With the introduction of Site Health and the WSOD
protection, there are now mechanisms for every day users to troubleshoot
issues that may arise from auto-updating. That, combined with being named
in the [https://make.wordpress.org/core/2018/12/08/9-priorities-for-2019/
9 projects for 2019] (which has carried over into 2020), and the desire to
make it easier for users to keep their sites up to date have been the
driving factors.
I'm happy to have the discussion (I have been playing devil's advocate and
thinking it through in my head). But, as far as I know, making plugins and
themes opt-in by default is not an option.

Can you clarify this? Do you mean the auto-update discussions that have
happened recently? Just want to be clear about which agitation you are
referring to.

I am not completely in love with including the enable/disable link where
it is now. The icon also feels out of place to me because no other action
links on the page have icons. My preference is including it in the row of
actions under the plugin name and not including an icon. But I defer to
the design team there.
