 As of April, plugins no longer accepts submissions of a slug that is known
 to exist in the wild, similar to themes. We also have a double check when
 we review, so for the future this is somewhat mitigated.

 Existing plugins? Technically they've had this problem for all this time,
 and anyone impacted should have 'resolved' it one way or the other, either
 with a rename or hooking into the updater and slapping it down.

 IF we were to add that, I would want an SVN commit blocker on anyone
 trying to upload something to .org with that header as anything but
 WordPress, in order to prevent them from accidentally breaking their
 plugins the other way. Or just block that header entirely.
