 I think @azaozz has the right idea here.  If it's going to be kept, the
 only long-term solution is to keep it up-to-date.

 As far as per-plugin solutions are concerned, that's going to cause
 conflicts the moment you have two plugins that don't agree on a version.
 It's best to have WordPress Core managing a resource like that so that
 developers can count on a specific version and feature set, rather than
 significantly increasing everyone's risk that plugins will be incompatible
 with each other (especially when new versions come out and early-adopting
 plugin developers throw a new version in the mix that might not be
 compatible with the "established" version in some manner).
