 If you're using Windows 10, then the WIN+Period or WIN+Semicolon will open
 the emoji picker pretty much anywhere, and this includes in WordPress when
 you're just typing along.

 The standard paragraph block (and all other text entry fields) support the
 standard emoji just fine, so there's not a lot of need for a specialized
 block for it.
