 It will provide a mechanism for non-wp.org hosted plugins to be properly
 validated for plugin activation based upon the compatibility requirements
 listed in the plugin headers.

 > Are we now going to require that ALL plugins use our headers?

 I think in time we may choose to require some definitive statement in the
 plugin regarding WP and PHP compatibility. Whether that occurs in the
 plugin headers and/or a readme.txt hasn’t been determined.
