I'm closing this as a duplicate of #46594 so that discussion on the
specific version of php5.6 can be centralized. If you would like to
discuss the proposed new apache minimum version, that would be best in a
separate ticket as it's too late to do something like that for WordPress
5.2. Though as mentioned by @knutsp, apache isn't a requirement for
running WordPress in the same way that PHP is.
