 Wouldn't a complimentary new function of `has_late_cron()` that needs to
 be truthy before we check for `has_missed_cron()` be an idea here? Yes it
 adds an extra layer, but it feels cleaner than to introducing a string
 here as well, we already may return a boolean ''or'' a WP_Error in that
 function call as is.
