 @pento i'm not sure why gutenberg is involved in this ticket.
 As you said, Gutenberg will change the theme API. But this new action
 would be really useful for plugins and mu-plugins, regardless the theme or
 Gutenberg.

 I think this ticket is still relevant for sites right now and in a few
 months or years.
