Comment:

 With the changes to theming that Gutenberg is likely to trigger, I'm not
 wild about making significant additions to the theme APIs that are likely
 to be made redundant by the bigger changes in Gutenberg.

 I'm fine with leaving this ticket open for a bit while Gutenberg explores
 these areas, we can return to it if Gutenberg theming ends up going
 elsewhere.
