 I am not concerned about storage, that is on the implementation side. I am
 much more concerned about user interface when users no longer operate in a
 single site's time zone.

 If any one has practical experience with publishing workflows in such
 circumstances (or can point me to any open source CMSes that implement
 such) I would be interested to hear it here.
