 In general I like the idea of moving to a more streamlined approach. But I
 was going to make the **exact** same comment.

 Also, it is not immediately obvious to me how ''"Tools"'' is
 differentiated from ''"Manage."'' And after 10 years working with
 WordPress its still unclear to me when many things will be in Tools vs
 Settings.  So, I propose we move Tools as a submenu of Manage, and if
 possible find more obvious menu options instead of using the overly vague
 word ''"Tools."''  #jmtcw

 Also, if this gets implement can be please redo the nightmarish admin menu
 "API" too and replace it with something more rational?!?
