 I think that's what this comes down to. And it's not something that is
 clear to me based on the initial concepts.

 I'd love for WP to provide a clear framework for plugin authors to follow
 so when we need to add top level items that don't fit into core sections
 like "content" or "settings", we do so in a way that results in a
 consistent and intuitive user experience.
