 This is me attempting to distill things, but just to make sure we're on
 the same page, I thought I might attempt to clarify the concerns each of
 you are expressing.

 @DeFries, what I'm hearing you say is that you're worried about there
 being a situation where ''some'' plugins reside in the default WP menu,
 while others (perhaps the more complicated plugins) are broken out into
 their own sections. Is that your primary concern?

 @jameskoster it sounds like one of your primary concerns is around the
 scalability of having to force all links within a single core menu?

 Is that right, or is there more?
