 A valid point, I'd say that if the user doesn't have access to the
 filesystem as it's locked down, many things become inaccessible to them
 that the health checker would try to guide them into resolving on their
 own when they can't, but with plugins and themes already looking to take
 advantage of the new sections, this has merit.

 We're about to hit RC1 later today if all goes as planned, so I've created
 #46957 which aims to address this for WordPress 5.2.1
