 Can we allow the capability to be filtered?We restrict the ability to
 install plugins/themes via wp-admin (they are installed via source code
 instead) but would still like to allow access to the Site Health section.
 Right now, it's completely inaccessible (we could hack our way around it
 but would prefer not to do that).

 I suspect other environments with `DISALLOW_FILE_MODS` enabled will also
 run into the same issue.
