 For installed plugins, this could just come from the readme.txt details in
 the standard format.  There'd be no way for plugins to return results in
 the "new" tab unless they are distributed via wp.org.  But we could
 explore a hook for plugins to return results for a special "Other Sources"
 tab (which I would suggest not going in the initial iteration and being
 explored in a separate ticket after this lands).
