 Good points @kevinwhoffman - this is not a simple situation obviously.

 In reading through the design meeting notes from yesterday and the trac
 ticket: https://core.trac.wordpress.org/ticket/46763

 **Only 3 design recommendations were discussed…** There were additional
 mock-ups and context worthy of discussion.

 I still feel strongly that this (see screenshot with green arrows please)
 user experience scenario is a very valid option ''if the need for
 notifying users about what their plugins are capable of functionally
 becomes a higher priority in this additional location within the admin.''

 The hierarchy issues and the consequences of them when separating the
 search results would be solved since we are already doing that in the
 tabs.

 Also, it feels like this design should also be considered in context of
 @kevinwhoffman 's important insights by the teams.
