This ticket definitely peeks my interest.
I was just recently contemplating the fact that notifications are
presented to logged in users who are often not the administrators, and the
fact that administrators may not log in often, especially if they are
overseeing many different sites. So I have been wanting to find a way to
route all notifications that are not specific to user actions to a central
log where an administrator can be proactively notified when a new notice
it added but that users would not need to be bothered by these notices.
Said another way, I am completely on board for this proposal, especially
if it follows the API and classification aspects suggested by @schlessera.

are generally per-user, not per-role or whatever else.
I would argue that some notifications are per-role; e.g. ''"There is a new
version of plugin X"'', ''"You need to set your account/license key"''
and ''"Upgrade to the Pro version!"''
Not sure what others want, but those are the ones I would most like to see
removed from the admin console and adding into an API that an admin could
aggregate across multiple sites.
