 I am not sure relying on defaults for these is adequate. In analogue to
 "country flag is not language" — "locale is not date format". There can be
 many scenarios when date format from locale is a poor fit, for many
 reasons ranging from purpose of the site to personal preference of the
 site owner.

 It would be one thing to discuss including these in ''initial design'',
 but given the very long and established history of these settings I don't
 think it's realistic to drop them.
