That seems reasonable. Updated.

Underlining the text within the paragraph makes sense. It was previously
blue and bold, but if underlined text is more the standard, we should use
that instead of the bold.
For the "Learn more about Gutenberg" link however, I'd suggest we do not
underline it. Secondary text call to actions in the dashboard do not
currently get underlined, so I'd stick to that standard for now. For
example:
