 I can also report that I had a small & very typical CSV unable to be
 uploaded to a site's Media Library running the current WordPress version
 (5.0.2) with "Sorry, this file type is not permitted for security
 reasons." shown as the reason. I even have a plugin which specifically has
 CSV files set to be allowed for upload.

 Implementing https://wordpress.org/plugins/blob-mimes/ resolved the issue
 for now (thanks @blobfolio !), but I'd imagine this should be addressed in
 the WordPress core.
