Right. This is on purpose :)
1. How do you get all admins to edit their privacy policies before
publishing them? It is much more likely to happen when there is text they
will have to remove/delete.
2. How do you show the tutorial text on the Edit Page screen, and where?
It is too bulky to fit anywhere, I mean, we don't want another bigger box
with a scrollbar above or below the editor. Even if we add one, the user
will never be able to see all three boxes (the editor, the policy text
postbox, and that box with the tutorial. So it will be very very
inconvenient to edit the policy and look at the tutorial at the same time.

OK, lets try that. Hoping the out of context strings won't be a big
problem.
