 Core doesn't use `devicePixelRatio` and sets `wordpress_test_cookie` only
 when a user is trying to log in, to test if cookies are enabled in their
 browser.

 Another case is when a user accesses a password protected post. Then a
 cookie is set so they don't have to type the password every time.

 I agree, perhaps these two cases (test and post password cookies) should
 be mentioned in the default privacy policy.
