Comment:

 The category screen would have to be changed (added cat meta for
 thumbnail), plus a way to add it to custom taxonomies would have to be
 implemented as well.

 You can add a patch if you want to, but I don't think this will be
 implemented, since term meta was added back in 4.4, and it wasn't added
 then...
